~~Replaces [include-easyblocks-]from-pr with [include-easyblocks-]from-commit and tolerates two test failures for SciPy.~~

Has been reworked to use EasyBuild 4.9.4. Thus all originally used [include-easyblocks-]from-{pr,commit} could be removed. However, new from-commit were added for some easyconfigs for which we needed to use updated sources.

Note, the sources for WCSLIB version 7.11 are no longer available from the source URL. They have been manually transferred from the AWS cluster where they were still available in the sources directory used by EasyBuild.
